Check out the Kuat Beta 2 bike rack...
I did a lot of research, and ended up buying a "Kuat" Beta bike rack.
It's a very well designed, aluminum rack that holds two bikes and costs about $180. The rack itself only weights 12.5 lbs, and it's VERY STURDY.
It also includes a hand-tightened cam that takes up any slack so that the rack doesn't shake or wiggle within the trailer hitch.
It DOES NOT come with a lock. Other than that, it's perfect.
I found the best price at Backcountry.com (Plus I found a $25 discount coupon at the time... not sure if they have any current coupons. Google it.)

The same company makes a 3 bike model that has a few more features and sells for $280.
I hope this helps. I spent WAAYYY too much time researching racks before I purchased, but I think I got the best value for my $$$.

Could make one pretty easily
I looked for one for a long time, then ended up building my own. Two things were important to me: I wanted it to have trays (not be held by the frame of the bike) and wanted to keep both wheels on. Picked up two "factory VW bike racks" from clist for $50 & welded up a rectangular frame. Pretty simple and works for bike trays, kayak carriers, etc. Anything that fits factory T-track roof systems. And- since I made the rectangular frame out of 2"x2"x1/4" tubing, if anybody happens to run into me, I don't have to worry about replacing my bike
