Sorry for what is most likely a repetitive question but: Is the Volt kit a straight plug and play kit? is there anything else needed?? What is the significance of the wire harness included in the Xtreme kit? Sorry for being electrical newbie.

2007 4Runner would be H11 bulb for low beam?

The Volt kit is plug and play. If you don't have any kind of daytime running light on your low beam, then no additional components would be required. The relay harness would power your lights from the battery, rather than the factory wiring. A Toyota 4Runner does not require a relay so it would be an optional component. My guide shows a 2007 model uses H11 for the low beam.
