Transmission seems to be stuck on lower gear

I was wondering if this is normal. When I’m descending down a hill it seems like it likes to stay in the lower gears to slow it down even when I try stepping on the accelerator it doesn’t switch to the higher gear. Is it suppose to do that?

But the 4Runner’s changes gear smoothly on flat road and even going up hill.

It's trying to hold you speed down the hill so you don't burn your brakes keeping a steady speed.

I've noticed the transmission only does this if you're headed downhill and make at least two solid brake applications in a row in a short timespan. It's "predicting" by the brake applications that you don't want to speed up from gravity. So to avoid it just tap the brake pedal less hard, or stop pressing it strongly and as frequently.

when I am going down a grade take foot off gas pedaL the runner does not down shift .. stays in high gear no speed drop . so I have to put it in the no OD mode then it will begin to loose speed.. if on a very steep grade I will have to put it in 4th ..save the brakes.

could be torque converter is not working properly.

Big Cuss has it correct. I go down a relatively steep hill on my way home. If I apply the brakes, it will hold a lower gear to keep vehicle speed down. If I don’t apply the brakes, it will shift to 5th and speed up while coasting down the hill. If it’s holding a lower gear, it takes a bit before it will upshift after applying throttle. It holds the lower gear too long in my opinion. Using S mode doesn’t seem to affect how the transmission/vehicle responds in this situation.

I love this feature. It is very handy and a nice thing to have in an auto tranny.
