Make sure all the air is out of the system. I had the same problem when I replaces the water pump.

I have a 1990 4 runner and the rear anti brake light is on. When I push down the brake it goes down to the floor then bounces bake hard. I feels like only the front brakes are working. checked the master cylinder and it checked out fine and had plenty of fluid. What else can I check?
