1990 starting problem

I have a 1990 3.0 and sometimes it doesn't want to start. I have to spray a little. Starting fluid down it to get to fire up.could it be the fuel regulator going bad

if your lucky....lol
first thing i would do is a compression test with the 3.0
loss of compression is a big no start issue with those motors.
if that checks out make sure you test the fuel pressure and also all you ignition components. we cant help you diagnose it if you cant test stuff for us.

verify that your cold start injector is operating properly, along with fuel pressure. Pumps can go out in a couple of ways as well.

Since it needs fuel to start, spark and compression seem to be fine.
