Amber bulb, used for both the turn signal and the brake light, does not work for brakes. Signal light works. swapped bulb with other side, works, so not the bulb. also purchased a new Toyota bulb. Socket? everything else works. Driver side Signal light arrow on dash lights up with you step on the brake, but passanger side light not working. Weird.

Turn signal bulb is a stand alone bulb.
Brakes and parking lights share the same bulb-a dual filament.
The fact that you step on the brakes and a light on the dash comes on leads me to believe you have a bad towing signal converter.
This is a little black box in either the passenger or drivers side rear corner (on my 99 it is drivers side).
You have a 4 pin connector and hitch in back? Plug in a tester to the 4 pin and see what happens.
$35 part on Amazon from Hopkins or Hoppy. Research extensively to confirm this is the trouble.
