It is, although it's actually closer to 24-25 right now because I live on a steep mountain road and have been needing 4wd because of the snow for the last few weeks.

just got back from a trip from nh to mich and back. drove 4 miles over 1600. 90% of the mileage on interstate, and kept it at 60 most of the way. never hit 70, may have briefly hit 65.
unless the gearing is at 3.0x or something, i don't believe anyone is getting 27 to 28 mpg with a 22re in a 1st gen 4r. it ain't happening.
i drive conservatively. tires are at 35+ psi. on measured mile sections (in ny state), my odometer is virtually "dead on". the ohio/michigan portion of the trip was flat. from western ny, to mi, and back through eastern ny, i averaged 21.8 mpg. from nh to binghamton ny, and on the return from binghamton to nh, which has much more hilly driving, and steep driving in vt, the average was 20.4. best trip tank was cleveland to manchester michigan and back to cleveland (344 miles), where it got 22.0 mpg. very flat interstate driving at 60.
i've been recording all gas fillups for 2014. gallons, miles, price per gallon. i've got over 6,000 miles so far (6703 to be exact), and the average for those 6,000 is 19.9 mpg. includes plenty of around town driving and rough road (off-road) driving.
i believe it might be possible to coax out another mile or two (up to 23/24 mpg), but i am less inclined to believe the 22re is going to get 27/28. you want to coast down the mountain, you might get that. but not on the return uphill leg.
"tank" distances were decent on the trip: 320, 339, 344, 321, and 330.
