I'm having issues with my 1995 4Runner trying to start in the on position prior to the start position. The starter has been tested and is working fine, the ignition switch has been swapped out with a known working one. After removing the ignition fuse the vehicle again attempted to start in the on position. I have checked all the fuses and they don't seem to be the problem. Any suggestions to fix this issue would be greatly appreciated.

That's a funny one. Pull the ignition cylinder again and test it out per the FSM, make sure you have continuity where and when you're supposed to. If the cylinder checks out, it almost has to be a short between the On and Start circuits - you'll have to trace wires to find it.
Check the stickies up top for a link to a copy of the FSM, if you don't already have one. It's got testing procedures and wiring diagrams that may help.

Check the contacts in the starter. They probably only checked the solenoid. The internal contacts are so bad in those starters, dealers will carry them in stock (about $40). If this proves fine, I would follow the circuit through to check for breaks with a voltmeter, and or lack of ground. You might consider cleaning up the grounds around the engine bay (and battery) along with the ones at the fuse box. Best of luck with it.

Sounds like you could have a hot wire making contact/rubbing the starter circuit or control circuit.
We bought a brand new starter so I'm sure we can rule that out. We also replaced the ignition switch with a brand new one. Again likely to rule that out. I tested the Starter Relay with a 9 volt battery and it seems to be working fine. Might try to buy a new one. I will look into a bad ground but am scared of how long that will take and was hoping that it was something someone had seen before. Could it be the park/neutral switch?

Since you removed the ignition fuse and it still tries to start on it's own... that tells me that it's getting 12 volts from somewhere else. I would look around for some melted wires. Pull the starter relay and see if the phantom starts go away.
2ndGen4Runner4x4, they definitely go away with the starter relay out. Of course issue then is that the truck also will not start. I got it started once last week and when the bendix gear from the starter wouldn't disengage I pulled the starter relay. Starter disengaged, but the truck ran really rough. Any thoughts on that? The IGN fuse is for the EFI system, not the starting system, so your chasing a red herring there. If the starter turns with the starter relay removed you have a real problem. If the relays switching contacts were welded together it could start on its own if the key was in correct position.
It wont start with the starter relay out. The battery is draining when the starter is connected to the battery. When the starter is disconnected from the battery, the battery does not drain. Could this be an issue in the park neutral switch ? Does anyone have a wiring scamatic for what would be between the ignition switch and the starter?
