Kinda at wit's end with this one. I've read every applicable thread on inaccurate fuel levels on the internet I can find about this thing and still can't make sense of it. Normally I'd just live with it, but this is my daughter's first car, and I'm just waiting for her to forget to set the tripmeter one day and run out of gas.
Anyways, it's a MY 98 SR5 4WD (late 1997 build date) with the early gauge cluster, so the TSB for 99-00 models doesn't seem to apply in any way. Things I've done.
What else am I missing? There's not much to the system when looking at the EWD, maybe the cluster isn't original and the resistance readings aren't correct for it? Is there a different sender I should have used? There doesn't seem to be a clear part number to use on earlier 3rd gens.

- Dropped the tank, replaced the sender with a new one (pn 83320-35530), tested resistance on it (and the old one) and it's good.
- Took out the gauge cluster, cleaned all contacts
- Added ground wire to chassis from the 5-pin connector
- De-pinned and re-pinned 5-pin connector to pump/sender
