Really awesome write-up and collection of information. I did this today, luckily my VIN falls in the range that doesn't require changing the circuit board.
A few updates:
Parts highlighted in red were not included with my fuel suction tube from Camelback Toyota, based on shopping around I get the sense that they also aren't included when buying from other vendors. #1, is a non-reusable part and I had to order one when I realized it wasn't included, so make sure you get one of those when you order the other pieces. The evap pieces (#s 2&3) shouldn't have been included as the '99 doesn't have those particular pieces from the factory (not sure if the 2000 did, but its the same part number listed here). Finally, there was no gasket included for the fuel pump, but there was also none needed.
