1999 4Runner Help

Hello all!

I have been doing some work on the wifes 99 4runner SR5 and have some questions about some things. The first thing is I was putting on a new front bumper and noticed a bunch of extra wires connected to the fog lights and turn signal lights(From previous owner). I removed the wire and soldered and heat shrunk the splices. Question is how are the fog lights supposed to be turned on and off? They were wired up to an aftermarket switch. I cannot get any power to them. The lights and wiring that I fixed look to be factory.
Next is the radiator leaks a little and I am looking to put in a new one.Is there any certain brand y'all recommend?

If the fogs are OEM then the switch should be on the column, and as far as radiators go if its an automatic use a KOYO 1998A
 
The fog lights look to be OEM along with the wireing because the plugs and wires lead back into to the factory wire harness. I wasnt sure if they worked off the head light switch or if they had there own switch. I did notice in the fuse box under the hood there was a palce for a relay?? but it was empty.
Thanks for the info on the radiator! Sorry I forgot to mention that it is an automatic.
After what I have been reading on this site about the balancer bolt issues (already had to put new balancer ,key and bolt on it) I will check it when I change the radiator.
