1999 T4r fast clicking coming from under dash, no start

I've got a '99 4runner that won't start. When I turn the key, all dash lights come on, headlights come on, but I only get a fast clicking coming from under the dash. I've read about the starter contacts, but this seems to be coming from behind the passenger side dashboard. Battery tests out at around 12.6v. Any ideas?

Sounds like not enough current to get the starter going to me.... How old is the battery?? Tough to say with limited info though. Passenger side dashboard is still starter area. The only things actually in the dash there are the ECU, the heater core, and an airbag.

Maybe check the wire that feeds the starter with juice; make sure it is seated properly and not gunked up. Supposed to have a yellow boot over it but when I recently changed my contacts I noticed mine didn't have a boot so it was more exposed.

Also... check your battery grounds - if they're loose or corroded, that's going to cause poor starting.
