2004 Flasher Relay w/ DRL option.

A few questions. First, can I just insert the DRL flasher relay in a non-DRL model and have functionality of DRLs? If not, is it a simple wiring job? Secondly, I can't find the flasher w/ DRL relay anywhere, and at least not the specific relay on Village Toyota Parts, so could anyone help me find it?
