2005 4runner brakes hard to push

I got a 2005 4runner that the brakes are hard to push. No leaks. pads are fine.
One question I have is the booster vacuum or electronic?
I cant find vacuum line going to it. I wanted to check vacuum first.
Or any ideas what else to check.?

I think the booster is electric. turn the key and listen for it to pump up.
