Radiator cap also lets coolant back in from the tank once the pressure comes back down (coolant cools off) So if cap is completely stuck, pressure could build, come out of weak spot, i.e. water pump weephole or heater core, then never get replaced by tank when cool? (mentioned tank level never changes) Tank should rise when warm and lower when cool.
