2013 4runner gas mileage getting much worse?

Since you noticed a "change", I would suspect a maintenance item might be to blame.

Simple things like air filters and plugs. Dirty fuel injectors. Dirty MAF and/or throttle body (both easy to clean). Bad o2 & F/A sensors. Tire inflation pressures, etc.

More complicated things like wheel bearings, brake drag, etc.

I get 19.3 everywhere. It dipped a little when my throttle body was dirty and when I ran lower tire pressure.

FPNI, start with basic maintenance and a little love.

Change oil, air filter, clean MAF, throw a bottle of BG/Techron/etc in the tank, and most of all—sparkplugs. And spring for the double iridium ones while you’re at it.

Gas mileage Is definitely more efficient at altitudes, that's probably 90% of your "problem," if not all of it.

OP, you did not clarify where at sea level you are at.
But I am with Electro Boy on this. Being from SoCal our fuel blends change from winter to summer. (AQMD rules) this effects MPG.
I also agree with adding or buy fuel that contains Techron to keep your injectors clean. I have done this for years and believe that it works.

I am not familiar with Colorado fuel but do they have season blends for there gas? I have been to Denver and if they don't they should.

Ethanol added to gas helps with emission but it hurts MPG.

Sounds like you are getting about the same mileage as everyone else, I don't see much to worry about.

You are currently getting just about dead on overall EPA stated mileage for the vehicle. I don't see a problem.
