3.0 timing debacle

I have new heads, cams and timing belt installed on 1995 Toyota 4runner 3.0.

Fires right up first crank... No check engine light. Problem as follows-

With timing marks on cams and crank perfectly lined up and distributor dropped pointing at #1, I only get 5btdc with distributor all of the way advanced.

When I move the distributor one tooth advanced, I have to retard all of the way to get 15btdc. Can't get 10.

The heads have been surfaced, cams are new "stock" unknown brand. Timing belt is duralast.

Anyone have any suggestions. I am thinking of throwing toyota timing belt back on tonight and double checking alignment, but guarantee everything is lined up. Thanks in advance sir. Yes jumping E1 and TE1.
