3rd Gen Cigarette 12v Outlet Remove Replace

Does the 3rd Gen Factory Service Manual instruct how to remove and replace the 12 volt outlet or cigarette lighter? 1999 SR5

I found this thread but couldn't figure out how to do it.

Can anyone point me in the right direction in the FSM?
