4L engine block coolant drain plug, where is it?

the reason i'm asking is because i'm thinking about drain and refill coolant, we start to have frost warnings here.

I have not drained mine but I spotted the drain the other day. I was rotating tires and with the pass side front tire off I looked through the gap between the frame and fender. I could see it clearly.
 
ok, i found them, there are 2, one on each side of the engine block, the actual name is "drain cock".

anyhoo, the driver side is very hard to get through but the passenger side is very easily accessible with a long ratchet extension even without take out the wheel.

i tried to turn it but it won't budge. before i apply more force, would someone confirm for me all i need to turn the 10mm hex head counter clockwise?

i'm currently using a small 1/4" drive ratchet and 24" long extension.

i just changed my coolant yesterday. i just drain what is the radiator and add my toyota coolant. i work at a toyota dealer ship and my buddy who works in service said that all they do when they service a car. they just drain the rad and refill. i use a pressure system to ensure there are no air pockets. one of my fav tools.
