I'd say "cancelled" is dealer-speak for "not accepted". Difference is it makes it sound like "Toyota's fault" vs "we're dumbasses for even attempting to order one when we should have known better."
Worse, it's 50-50 likely they took his order and deposit (?) with full knowledge, hoping to swing him to something in stock. Some dealers have few scruples.
No dealer can special order a TRD Pro, each dealership gets an allocation of them depending on their sales. Putting money down won't do anything but put you first in line for one if the dealership gets an allocation. Found this out by talking to every dealership in the southeast region.

Cancelled, no but forgot about, yes. I laid down some money with a dealer in October for a TRDP tundra and found out last month the order slipped their minds. They forgot about the check as well but at least they found it. Needless to say, I took my check back and really I'm over the whole TRDP thing.

It would be interesting to know why "Toyota cancelled his order." Ask your friend the reason they gave.
My old man is a broker... And has worked in many dealerships over this years. Philsey's comments above are 100% accurate. Especially in super competitive markets like the NW. Dealers often solicit deposits even if they don't have an allocation or inbound TRDP. They are betting on a few options...
1. They get an allocation in the next allotment >> This is a long shot, especially since not all dealers qualify nor do they get a guarantee on when and/or if they will even get one... Unless they are the top dealer in the territory. Odds will be higher there. Even then, there will be a battle on the sales floor on who gets it. Most likely it'll go to a "friend" of the dealership if the market is dry.
Is there an easy place to check out who is the top dealer for a given area? I am sure most every dealer would tell a consumer it is them if asked!
I am just glad I took a little time to step back and take a look at what I really wanted. Personally at this point I would just get a trail and spend the saved money to buy even better suspension.
Just look at the size of the dealer. Easy to spot who is going big on inventory and sales.
Just as an FYI. My old man is going to search tomorrow in the SW. I'll let you know if he finds anything inbound.

Just ordered a Cement Gray 4Runner. Sold my 15 TRD Pro 4Runner and bought a TRD Pro Tundra last year. I never tow anything and it's too big (Tundra) for me driving it back to work and home for 85% of the time. But the horsepower is nice to have.
The dealer I bought my original 4Runner from said it might not be until mid-summer, but I'm in no hurry. They don't charge any mark up on the price is the reason I deal with them.
