4WD problem on 2nd Gen

Hi, i have just bought my first 4Runner (a 1993 3.0 TD), and have a problem with the 4WD.
Having owned Surfs and a Landcruiser before, I was maybe a bit complacent when i went to buy this model and did not bother to check the 4WD was functioning; now having got some snow on the ground here, when selecting either H4 or L4 not only is there no light indicating as such on the dash display, but only the rear wheels are biting.
The truck was previously owned by an elderly gent for several years, and he was unlikely to have used the 4WD very much. Is this likely to be the diff not engaging, or can anyone suggest where to look for fault to begin with?

My buddy said he's heard of a few guys bringing Surfs over and the A.D.D. solenoids are shot. Might want to start there.
 
The ADD vacuum switch that locks the front axle is a likely suspect (the unlock one too).
Could also be wiring or vacuum lines to them too.
The 4WD light won't go on until the front axle actually locks.
