94 4runner overheating

My 94 4runner temp gauge climbs almost into and once -in a-while into the red whenever I climb long hills. It also does it when I do a lot of stop and go driving in the city and have to idle at several stop lights.
This seems to be an on going problem for me which no one can seem to pinpoint.
I've had it to the dealer. They did a compression test, a pressure test and also scoped the cylinders for head gasket problems.
Everything checked out fine.
They replaced the fan clutch and flushed the radiator and made sure the coolant level is up to spec.

I'm not sure who to turn to or what to have them check next.
Any ideas or thoughts from all you pros are appreciated.

Did they replace the thermostat? Was the radiator taken off the vehicle to be flushed? I would take the radiator to a radiator shop to further inspect for any blockage.
