'95 4Runner heater blower wont work

Have a 95 T4R and the heater blower wont work. The A/C button wont even come on. I have pulled the glove box and checked the 2 fuses on the upper right hand corner. Neither is blown. Is there any other fuses I can check?

The main fuse panels are in the engine bay and behind the drivers kick panel, have you checked those?
 
Unless I'm mistaken, the A/C not coming on isn't a failure of that system, but a side-effect of the blower not working. The A/C won't engage unless the blower is on, so it's probably just the one issue, not two failures. Anyone knowing differently please advise, but I believe that's correct.

That is correct, it's an interlock to prevent the A/C condenser from icing over.
