96-98 Front Bumper Valence Question

I am finishing up converting my 99 front bumper to the 96-98 style.

Is the front bumper attached to the lower valence by bolts or by special clips?

I have been unable to find any diagram showing what attaches them.

Yes, the plastic valance is attached by screws that go through metal mounting clips. I think there's 5-6 total.

There's two in the corners of the bumper I CANNOT figure out how to get to. Was mounting a light bar and wanted to just take the valance off but for the life of me I couldn't get the darn thing off. Only way I saw was to remove the liner from both wheel wells but that would mean buying a dozen or so plastic clips since they always break when removed. I just skipped it and contorted my arms and got the light bar on that way.

I'm replacing the rusty front bumper on my '97 Limited and I'm having a hard time finding part numbers for the little clips that hold the plastic lower valance on the metal bumper. They clip on, then a bolt goes through. They are rusted beyond salvage so I'll need new ones. The best I have found is this diagram from Olathe Toyota.

Nope, neither one of those. You can buy generic U-nuts like this:
EXTRUDED "U" NUTS-KIT

I think they are 6MMx1.0 the offset varies but they should be readily available.
Or maybe a good industrial hardware store. I used to buy from a supplier when I had the shop, not much help now but I feel your pain.
