98 4 Runner Head Fuse???

My 4 runner is used very seldom in fact it had mold in it so I went to go clean it and battery was dead, I put a new battery in fired right up then it sat for about two weeks went to start it and starter just clicked since it was raining so hard I left it for 3 days, when I was walking up to car to remove battery to charge it I heard a noise coming from the engine fuse box the Head fuse is making noise with key off and out of cylinder lock ( not sure if it was making noise after I cleaned it and re parked it) ,So why would the head fuse be making noise if key is off and out of lock cylinder shouldn't all power be off to engine??
I am sure this is what is draining the battery

Update on Head Switch

It was the Head relay switch that was bad, I wasn't understanding why the relay switch would have power without the ignition swish being on. Know I know a relay switch will have a constant hot wire running into it
