99 3.4 LTD stuck in 4wd

Ok let me first say I've read the 99 Ltd thread and followed every step. Here's a list of what I have done:
1. Replaced front differential sensor.
2. Changed differential fluid
3. Checked vacuum line. Both check ok
4. Checked vac solenoid. Both check ok
5. Checked both sensors above transfer case actuator.
6. Manually engaged transfer case actuator in and out with 12v source. Checks ok
7. Changed transfer case fluid.

I still get blinking and won't shift in and out of 4wd without having to jumper transfer case actuator.

I'm not sure what to do at this point. Is their another sensor I'm missing? I heard their is 4 but I only see 3. Also is their a way to clean the contacts inside the actuator on the transfer case? And last question could this be a ground issue since it works fine if I jumper it with 12v?

You should do the test of the limit switch in Step 6 and see if there is anything in Step 5 you have not done. This is from 2002 but all that should apply. The last page will be out-of date, but I have the '99 FSM in paper.

Also, do you have the same problem in H4F, H4L, and L4?

For part 6 my connector on the transfer case actuator looks different. Mine has 3 on top 3 on bottom. I have no problems once I manually disengage with 12v supply and drive for awhile. It will go in and out of awd (all green) into 4wd high and low. Then it stops working and gets stuck wherever its at. That why Im thinking it may be an intermittent sensor but Im not sure. They all test ok.

Do you have the page for inspecting the speed sensor? BE-45
Also this may be a dumb question but I dont get what its saying to do here with the heater relay. FYI my heater doesnt work.HINT:

When inspecting the operation described above, use a heater
main relay.

Let me scan some pages for you then. I have a '99 but it's a 5-speed so I am not that familiar with your setup. But at least I have the right manual. I thought the '99 Limited T/C was closer to the '02. Obviously, that was wrong.

Give me some time to do that.

how did you jumper that actuator? I'm trying to do the reverse, get the 4wd actuator to engage

Let me know if you got it fixed. I have the exact same issue and have checked everything you have checked as well. It just won't come out of 4wd unless I crawl under and jump it with the battery charger.
