99 4Runner Limited 2x4 Starts then dies pump turns on after it dies.

I'm stumped on why when I put the key in the ignition and turned it to "ON" I don't hear the fuel pump kick on. But when I turn it to "START" it just starts up sounding healthy then 1-3 seconds it dies. Then after it dies I hear the fuel pump buzz then shut off... It just keeps repeating this cycle and never maintains an idle. When I push on throttle and crank it, It instantly dies. It has even backfired on me a few times.

The fuel pump only starts to run when the ECM sees that the engine is rotating. The fuel pump will not prime up when you turn the key to the on position like GM/Ford/Dodge does. I doubt the fuel pump is part of your starts then dies issue. It could be a lot of different things. Do you have any codes?
 
It doesn't run long enough for any pending and current codes to come up on the scanner.
This 4Runner had been sitting for two years. Due to lost keys from the previous owner, I recently got new transponder keys programmed the the ECM. Now there's some life to it.
(Not sure if it has anything to do with it-) I've checked the COR and the EFI relays and they were fine. I really appreciate the guidance to anywhere I can check to see anything faulty.

A quick start then dying is exactly how an incorrectly programmed immobilizer would work. Also make sure the intake is in place (no air leaks between the MAF and throttle body).

The fuel pump is being powered exactly as designed. There may still be an issue with fuel pressure or something else though.

If it was parked for that long I wouldn't rule out rodents. Check the wiring for the fuel pump under the seat

It runs!!!

Oh my goodness... I got it running!!! All it was was just a vent leak from the intake silencer I hooked up the vacuum line n' BOOM! I was able to drive it around like a dozen times. Literally... this 4Runner was destined to the scrap yard from the previous owner.. I came in scooped it up and giving it a bright future.
