99 4runner starting problem

My 4runner is having trouble starting. I've tried three different batteries(which all checked out good), check all wiring connections(good), checked resistance in the wiring(good). When the vehicle is cold(0-40 degrees) when u hit the key motor turns over like the battery don't have enough cca's(battery has 700cca). When the motor is warm(operating temp) it starts like its supposed to. My question is can a starter motor go bad and try and pull to much power? If so how can I check it? This 4runner has never been offroad and is stock, no wiring has ever been messed with still in factory harness. Mileage 115k stock starter.

Yes it can. And the colder it is, the more resistance you are going to have, and if its old the worse it gets. Take it off, run it up to autozone and have it tested for free.

Have you done a voltage drop test on the wire and not just an ohm test?
