ABS Light Code 4 9 What is this?

99 4runner v6 2wd

abs code 49 light is on constantly

I was told this code indicates stoplight circuit problem. I have tested my brake switch and everything seems fine. Any experience with fixing this code?

Can someone also tell me the correct light reset procedure?
