ABS pulls power with key off

I went crazy troubleshooting my battery drain issue on my 99. pulling every fuse/switch etc, turned out to be the ABS fuse I basically destroyed it (didnt know that it was bolted into the fuse box) anyway no more battery drain with key off but of course no more ABS either, I drove it like that and of course there is no ABS which I don't care but the brakes don't feel quite right with out the ABS functioning, has anyone run across this problem, I'm assuming some part or relay tied into the ABS is stuck on (this draws power with key in off position) I jumpered the fuse and the the ABS comes back on and light goes off.???????????
