Air issue

I have a 95 4runner and it is acting really weird. It has a 3.0 with 186,000 miles. about 15,000 miles on a rebuilt engine with rebuilt heads.

My problem is that it is running at 1200rpm's when first started, but when it warms up it cuts down to about 400 rpms and acts like it wants to die. I have the factory set up as far as filter and airflow system, I also have checked the vacuum lines and they are all placed right. What else could be the cause of this?

Have you adjusted the idle? Maybe it's something with the TPS?
I don't know a whole lot about the 3.0, just throwing out some ideas.
