I am in the same ballpark. I was getting close to 100 for a 1/4 almost all summer. When the winter crap gas arrived in or about October I steadily declined to about 80 for the same 1/4 tank. I have a friend of mine that hauls fuel. He said that there was something different this year. He wasn't sure what it was, but his 5 spd carolla went from 38-40 down to 33-35.
I took about 10 minutes the other day and removed the choke tube at the beginning of the intake (it's up behind the right fender liner). It didn't give me more mpgs, but it did give a little better throttle response. Just a suggestion.

What is your local Ethanol mix in your gas? The more Ethanol, the worse your MPG. Ethanol as a higher burning point that gas, and takes more liquid to produce the same power numbers. That's why guys with forced induction love it.
Winter gas also sucks, and engine produce more power in winter months due to denser, colder air... Despite crappy winter blends. Also check your air pressures

I'm seeing slightly less mpg's from this winter gas mix but only 10ths of a gallon, I usually avg. 21.8 mpg but recently I'm down to 21.5. I found a fix though, I now throw in a bottle of the Lucas gas treatment after every fill up a d that has brought my mpg's back up to normal. The Lucas treatment also seems like it brings my RPM's down a bit too.
