Top piece of the frame cover—-just a bumper filller, or structural/helping support the weight by resting on top of the frame end? I know the bolts are doing most of the work, just curious...

Structural for support.
At least another added on the hinge side.
For when it opens and hits the stop.
And add one On the opposite side to balance it out.
 
It’s held up well. I did buy a 4xinnovations latch to add on like I should have done from the start.
Got pictures? I'm seriously considering cutting up my Wilco or just fabbing one like yours. If I do, I think I will offset the tire to the driver's side for rear vision reasons, and then have a dual Jerry can holder on the passenger side.

I wonder if this could be done in a dual swing-out style . . .
