Blinker problems

So I bought a 2008 V8 Limited, and just realized the previous owner did an LED/HID conversion. He left a Phillips HID conversion installation manual in the glove box, and all the turning signal/running/reverse lights have been switched to what appears some cheap looking LEDs.
I want to switch these back to the stock filament bulbs because for whatever reason the LEDs are super dim, and during daylight hours, you can barely tell when my blinkers are on. I bought some filament bulbs, but when I installed them, the blinkers would flash once, and then stop working. I don't know what to do.
I read through the Phillips installation guide and apparently the conversion kit includes a ballast, but upon searching for the ballast, I couldn't find it. CAN ANYONE PLEASE PROVIDE SOME INSIGHT?! Thanks!

I think the ballast should be for the HID headlights.
LEDs added as turn signals or parking lights need load resistors to work with the stock flasher module or a replacement flasher module for LED lights.

I would look for resistors tapped into the blinker wires. If he did it right and just added an electronic blinker then you wouldn't have a problem with OE lights.
