that's the way it goes on. put the rubber part on, then bolt it to the frame with the prongs on the inside of the frame rail. then mount up the exhaust but don't tighten the clamps yet, put the prong on the pipe through the rubber part. The rubber part didn't have holes all the way through on mine so I had to poke them with a screwdriver. check the photo above your post make sure the 3rd hole on the rubber hangar is facing down. Rotate that photo a quarter turn clockwise, maybe print it, it is posted sideways.
