Brakes frozen/locked up

I've had my new 97 for a few weeks. Friday I was driving when all of a sudden it felt like someone either pulled my ebrake or put my truck in 2d. It was dragging and very sluggish. I'd let off the gas and it'd almost stop immediately. I was at a light and started messing with stuff. Put it in park, put it in 4 wheel then back in 2. Turned my sound system off. I took off from the light and everything was fine.

Today I left the store with the same issue. Did everything but turn my subs off. Nothing helped. I barely got it home and couldn't get it over 10mph. Previous owner says the buzzing noise when turned off is the master cyclinder and that's normal. Is it? Or did I get screwed over there?

Your master cylinder shouldn't make a buzzing noise. Sounds like you have a frozen caliper.

Well opened up the cap to the master cylinder and this is what we found. I still have my old runner so I put that cap on this truck. Drove it around the block and the pedal is normal and not hard. Brakes are working normally. It seems the buzzing has stopped but I'll be keeping an ear out for it.
