Braking issue 4runner '98

Good evening people!
I noticed since the last 5-6 weeks that I have to push further on my brake pedal to brake. Today I could touch the "end" of the pedal and didnt feel like I was braking as much as usual.

1. I don't feel like it's the brake pads simply because even with finished brake pads you still feel a grinding sound and it still brakes.

2. The brake fluid container is still full.

3. I've never noticed oil leaks under my car

Any ideas?

pedal to floor can mean master cylinder.. since no leaks fluid loss ..

another reason I have seen is the brake pads/shoes are worn to the metal.

the master can only push so much fluid .. then its pedal to floor because you exceeded the volume to get the proper pressure.

then the brake drums these may look good but if the top of the shoes are only worn the drum must be replaced drum must match the shoes circumference.
