Bumpers and state safety inspection

I'm in Utah, but I bet some of this stuff is similar. Basically the state code and inspection manual says this.

Some of the aftermarket things I see, the trail gear rock assault rear bumper for example doesn't look to be 4.5 inches in height.

Has anyone been rejected for a custom bumper whether built or bought?

I've got a skinny little rear bumper, I've never been dinged. Scotty at Addicted has sold bumpers all over Utah, and says he's never heard of anybody here getting bounced either.
