was there anything different in the specs for 4Runners marketed in California versus elsewhere?
if so, then was it only emissions, or was anything else inherently different from 4Runners sold throughout the rest of the U.S.

Depends on the year. 99-00 California 4Runners have a wideband O2 sensor and two cats, while my Arizona 4Runner (that was brought to CA when it was 1 year old) has a narrowband O2 sensor and only one cat. By 01-02, all 4Runners had the equivalent of CA emissions, with the wideband and two cats. I'm not sure about 96-98 4Runners, they might all be the equivalent of federal emissions.

Yeah my 96 lived in Cali it's whole life and I have one cat. I'm guessing somewhere around 99 they changed it whenever the CA emissions went into effect.
