Rusted bolt broke off. What do people usually charge to have them removed or retapped?

Depends how accessible it is....I broke a bolt that holds the swaybar bracket to the frame and I took it to the local welder. He welded a washer to what was left of the broken bolt and then welded a nut to the washer. Then he just used a wrench to remove it. Cost me like 20 bucks but it was my last resort because I had already broken an easy-out trying to get it out...I was having a bad day.

That EXACT same thing happened to me too.
I had a local mechanic buddy put it up on the lift, drill and tap to the next decent size up.
However, before he put the skid plate back on, i bought the guy lunch, and for the next hour i was under the truck cleaning it with the POR15 cleaners (marine-clean, etc). Then i hit it with a very generous layer of POR15.
I also cleaned and POR15'd both sides of the skid plate itself. Looked near NEW!
Werd.
