I have an 07 Sport V8 with 84k miles. I don't have an owner's manual for it. When I push the diff lock button, the light on the dash blinks. I put the transmission in neutral and park and it still blinks. Is there something else I have to do or is something wrong? If so what should I check?

I HAVE A 2005 V8 and when I first got it, the light blinked until it finally went solid. After a couple of weeks of using the locker, the light only blinks a couple of times before it goes solid and the VSC light comes on. I think it is a matter of it not being used enough. I exercise mine at least twice a day and it's getting better all the time. In the morning it comes on almost as soon as I press the button.
I could be wrong, but I believe you should have a card on your visor that tells you how to operate it, since you don't have a manual.

The best way to get it to engage quickly is in a straight line at a moderate speed. It's completely safe and the best way. Diff lockers don't have anything to do with the transmission unlike 4lo/4hi, so shifting to neutral does nothing.

This. Only go into neutral at a stop, w/o brakes depressed for 4lo. You want to be moving straight to avoid any binding when using the center locker.

35MPH is fine. You can engage it at highway speed. Trick is, make sure you're not turning or any tires are slipping, & not hard on the throttle (I try not to be accelerating or decelerating - steady state).

On my 3rd gen, the light will sometimes blink like OP is having. While moving at any sort of speed (usually under 30), I flip the transmission from drive to neutral and back. Usually just doing this once will make it engage.
Same solution for when my AWD (multimode) doesn't engage right away.

Have you tried engaging the diff lock in low range?
My money would be on the actuator, not the switch.

You just need to work it in. I bought this 4th gen with 100K miles on it and I could tell the previous owner never locked the diff ever, it took forever to engage and would make some popping sounds and stuff when it locked. Even clunks that kinda shook the car! Just keep using it and it will get easier and easier. Mine engages with no drama at all now. Just make sure you're going in a straight line, no turns.
The highest I ever engaged diff lock was 45MPH but I think you can go higher like another guy said.

Get in the habit of trying frequently. As mentioned, when driving relatively straight you can try anytime you like. Don't worry about speed, just get in the habit of trying. You can try when stopped, too. Move the shifter to different spots (D, N, R) while the light is blinking.
Someday when the transfer case gets really warmed up or when the weather gets warmer it may engage. If it does, that habit you established will come in handy because at that point you'll want to really get it loosened up before settling in to a once-a-month usage.
