Changing 2014 fog lights

The owners manual says to go through the fender liner for the left fog light. And says to consult the dealer for the other side??? Most of the searches I saw here say to remove the bumper. What's the easiest way?

And hopefully the enginerd guy that whines a lot won't get his panties all bent out of shape.

The passenger side has a splash cover over the foglight housing that is held in by clips IIRC. It can be removed from the fenderwell but it can be annoying.
