Cleaning off dirty wheels

I just bought my runner. The body is super clean, but the wheels are covered in thick shit. I don't know if it's tar or what, but it's basically fused to the rim. I want to get it off and paint these bad boys.

Has anyone gotten this stuff off?

Looks like corrosion from a salt environment. Have them media blasted and either paint them yourself or powdercoat them.
