The best way to clean it is to peel it off ! LOL Paint/Powdercoat will treat you much better

When had my stock rims and did it, they were never the same after they got dirty. Try simple green or something like that and it might help

Best way is to just spray another coat on it.
 
I've seen a video where they used the car wash soap and then applied armor all or any vinyl/plastic conditioner/cleaner.
 
mine always look brand new after i clean them....
i use eagle wheel cleaner, never gets all the dirt off.... but then i just dry the whole car then dry the wheels last and wipe them down real good! it always looks spectacular after the fact, then i also use wet black which could help a little on the wheels even though i spray that on the tire.
 
use that clearcoat spray and then once it has cured/dried, you can wash and wipe anything right off even bugs
 
That is just one of those "absorber" cloths from Autozone or Walmart. I am not sure how they are sold now but it hey used to come in a tube
