Clock spring/spiral cable question

Hey everyone. For about a month I have been trying to chase down a rattle on the drivers side of the dash but haven't had any luck finding the culprit. Just for giggles, I pulled the airbag loose from the steering wheel since I had been in there last year to change the leds in the steering wheel controls. Here is a short video of what I found.



I'm guessing that the cover on the clock spring is not supposed to rattle like that, correct? For what it's worth, all of the controls on the steering wheel work fine and the airbag light has not come on. Is there a way to reattach the cover so that it doesn't rattle or will this part have to be replaced? A new OEM part runs somewhere between $150 to $200 depending on whether you can find one on ebay or not. The aftermarket chinesium parts can be had for as cheap as $10, but I'm not sure I want one of those in my truck. What would you do?
