No, they're new. They only offer 3 years on their reman and I think many are displeased with them. I couldn't find my online receipt for it or I'd give you the direct link, but I'd just call in and ask if the new one they sell is made by Altrom. Theres a whole thread about them here.

EDIT: I just called NAPA about it and they said their MaxDrives are made by Altrom. The reason Im ok with Altrom is because that's what Toyota installs in em. If it's good enough for Toyota it's good enough for me, especially if it's at a third of the price for the same product and it has a lifetime warranty. Also, they're on sale for $10 off right now.
