A little clarification on the hood scoops.
They came on the semi-official 'Highlander edition' models for 99-00 model years. Probably known as the Sport package internally, since the option package name is 'SP' (or 'SX' with the rear locker).
99 Highlanders were (as far as I know) the highest sitting 3rd gens on the stock suspensions. The 99 Highlanders have the black plastic 'mid' flares.
The 00 Highlanders were lowered down along with the rest of the models. And they replaced the bare plastic flares with the body colored Limited style wide flares.
Both of those were largely appearance packages (sport seats, different gauge faces(?), body colored bumpers and grille, fog lights, and the non-functioning hood scoop. Since it was based on an SR5, it was available as an automatic or 5 spd manual. And as 4X2 or 4X4. Locker or no-locker. Running boards or none (on the 99's if it was a no-running board originally, it has some rare and NLA front mud flaps).
01 model year had some changes across all the 4Runner models. The ATRACS traction control system which meant no more rear locker, and no more manual trans. And a much more complex ABS system (used for traction control and vehicle stability systems). And the electronic throttle (still with a cable backup that at least gives you part throttle if the electronic part fails).
And since they were abuot to start selling the Camry chassis based Highlander CUV, they stopped the sort-of semi-official 'Highlander package' naming and called it the Sport Edition for 01-02.
