Different sized aligned holes on front of frame

I'm beginning to hate my car. Trying to install some front recovery points but I'm finding a bolt hole that should be same size as another is 1/16" smaller. Has anyone else seen this issue?

I'm referring to on the front of the car where the radiator frame is. Towards the bottom there are two holes. One is threaded and has no outlet. The other directly above it passes through the frame and there is another hole opposite that on the inside where the radiator sits. The outer side is a 1/2"diameter hole that a bolt slides into no problem. On the other side it just won't pass through and it is basically 7/16" in diameter.

Am I the only one with this issue? At this rate I'd have to use a smaller bolt or drill out the hole.

2004 Sport V8. Same size holes as yours. I drilled them for recovery points.

Im doing the same thing right now installing a AMP'd UP LLC winch mount for 2003 4runner SR5 v6. In that exact spot Im using it to further reinforce the winch mount by connecting L bracket and welding it up with 7018 rod.

I got a thread checker for the threaded hole and Im reading it as a M12 x 1.25. I installed 1 inch 1/2 bolts in these with bolt buster. Keep turning till it breaks through then it becomes easy to ratchet then it tightens.

A 7/16 fine thread bolt fits it too but it has too much slop and is not the correct threading. Its M12-1.25.

ACE sells all these bolts in Grade 8. If they dont have them settle for basic grade 6.

The pass through hole in the frame above that hole that allows a proper bolt is 3/8. 7/16 bolt didnt go through the other side of the through hole. 3/8 did. I measured the length needed and I got 3 inches long with 2 washers and a nut. It doesnt hit the radiator plastic but its a tight fit. gotta balance the nut into place as yuour thread it, then tighten with channel locks and ratchet on the outside.

Id use both these holes for 1 recovery point or to beef up a winch mount with brackets.

C'mon guys, these are metric trucks, they're going to use metric bolts. 3/8", 7/16", 1/2", no, think 10 or 12MM. Now 12MM can be difficult, I think I've seen 3 different thread pitches on them, but it's not going to be 7/16.
