differing front ride height ??

A month ago i noticed the front of the runner was sagging extremely bad
So i measured it it measured at 22" ,prior it was 23.75" . I figured the springs settled and the shocks needed to be adjusted to get more height.
so i got a spring compressor and went to rip into it,and i measured prior to get a idea what clip to move it to and it was back to normal
23.75" . My thoughts are maybe it a lower control are bushing binding ??
your thoughts?

setup
99 limited with a front winch and bumper- front tundra 5100's with toytech #620's on second setting from the bottom / ebay uniball uppers,new lbj,lower a-arm bushings,
the rear are fj80 8 wraps that are too soft but still give a good amount of lift

Aside from making sure you're measuring on a level surface, I'd recommend measuring at the same location. I have a place in my parking deck that is level and is the only place I will measure my ride height to keep things consistent and to rule out any other potential variables that may alter the ride height. I've noticed that even when I find a place that is "level" (getting nerdy & using my yard long level to make sure the surface is as level as possible), I'd get different ride height measurements +/- .5" to .75". That's when I started measuring ride height in the same location also making sure that my cargo weight, gas tank level, etc., is consistent.
