Driving Lights of Fog Lights??

So I have a friend that works for PIAA and he said he would help me out with some lights for the Westin Safari bar I am going to order. He told me that I could get fogs or driving lights.

I am pretty much a city driver, and he mentioned that driving lights very powerful and will offend some drivers.

I was just interested in the communities' opinion of which to choose.

Driving lights are more of a spot beam, you can see farther straight ahead but not as well to the sides. Better for higher speeds. Fog lights are wide with a good upper cutoff, better for seeing road edges and less intense for fog. The more concentrated driving beam seems brighter when pointed at you, and a driving light is usually pointed higher to focus further down the road.

Fog lights are more useful for most of us, just to add some light in front of us.

By most state laws, driving lights can only be on with high beams - you have a good chance of getting a ticket if using otherwise (and p**** people off). They are good when driving faster than what your headlights will provide light for and off road conditions.
I prefer fogs as they will give you extra light at the road surface close to the vehicle when weather is bad and road conditions marginal. Also good in off road. I like to aim my low beams as close to permissible height to give max lighting of road and use fogs to fill in. I believe they must be mounted within a set height above road to be used legally.

I believe most states also have laws regarding the number of lamps that can be turned on. I know here, its only four. This would be fogs and low beams or low and high beams. That's why the OEM fogs switch off when the high beams are turned on. Driving lights are useless if there's other cars around. If you're not able to use high beams, driving lights would be pointless. Fogs sound like they'll be better for you. They'll full in very well. If you need more distance, I'd upgrade the bulbs if you haven't already
